North Edwards Administrator's Program Agreement

As most of you know the District entered into an agreement with the State Water Resources Control Board (SWRCB) last year. The District agreed to work with the state appointed administrator at no cost to the district, and was provided funding for the district to move forward with the assistance of the administrator on issues of compliance and water quality. The administrator Dan DeMoss was appointed , and assigned a plan that had three major goals:

1. Move the District forward in meeting the reqiurements and timelines of the EPA's compliance order for arsenic. The effort to obtain an agreement with AVEK for a water service had stared as the appointed administrator Dan DeMoss started working with the board. The district was able to secure a $609,000 grant to pay for the bid plans and specs as well as the engineering costs for the management and construction of the project.

2. Review the possibility of addressing storage for the district and develop a plan to address storage issues. We will be submitting construction grant application for funding a storage project once we have bid plans and specs completed. 

3. Implement a consolidation feasibility study for the local water systems within the immediate area. The consolidation study has been underway for about 4 months and is close to completion with the recommendations for the districts and the state.

Where are we now? we should hae the AVEK connection complete and online in the next 4-6 months. The board will review costs for the bid plans and specs for the storage project and make decisions based on the costs and availability of the grant funding. The consolidation feasibility study is just that, it's a study with the recommendations on potential consolidation options with other local water systems. All the systems have been approached and had the opportunity to provide input during the process. Once again this was done with the state grant monies through the SWRCB in conjuction with the Administrators Program.
